Protected Fulfillment Network Utility, Allocation, Product, and Capital Framework

Version 23.4

Publication Date

September 16, 2026.

Revision History

Version 23.0 introduced the Network Capital framework and the initial internal score concept.

Version 23.1 identifies WTS Global as the operating entity, clarifies completed allocation funding, separates pending control implementation, narrows the net initial auction proceeds definition, and improves publication navigation and transparency.

Version 23.2 introduces the Protected Fulfillment Score, its 0 to 100 operating methodology, certified client benefits, data requirements, correction and governance controls, and complete separation from PFST unless a later program is approved.

Version 23.3 records the completed controlled Mainnet utility pilot and publishes the two verified pilot transactions.

Version 23.4 preserves the public transaction proof while removing invoice identifiers, invoice values, transfer amounts, participant account addresses, participant balances, and pilot derived pricing from public marketing surfaces.

Verified Fixed Supply. Controlled Utility Pilot Completed. Public Distribution Not Active.

Real Commerce. Real Brands. Real Fulfillment. One Connected Network.

The official Token 2022 mint is established on Solana Mainnet. Finalized verification on September 15, 2026 confirmed a total supply of one billion PFST, no mint authority, and no freeze authority. The metadata pointer authority and token metadata update authority remain with the owner wallet. Public distribution, public price discovery, and public liquidity are not active.

1 Important Disclosure

This document describes the current PFST mint, operating network foundation, intended utility, approved allocation framework, proposed launch structure, and planned Network Capital expansion. It is not an offer to sell PFST, a solicitation to purchase PFST, or legal, tax, investment, insurance, or accounting advice.

PFST is designed for functional participation in the Protected Fulfillment Network. Holding PFST does not provide equity, dividends, profit sharing, company voting rights, insurance rights, underwriting profits, passive income, guaranteed liquidity, guaranteed value, or promised appreciation.

Final auction mechanics, eligibility, geographic restrictions, custody, settlement, liquidity arrangements, treasury controls, tax treatment, funded vesting accounts, reserve controls, fees, and public distribution requirements must be approved and published before launch. Network Capital providers, underwriting, financing terms, data permissions, collateral, servicing, collections, and geographic availability require separate approval before any financing capability is activated. Professional review must address the complete operating model, not only this disclosure.

Controlling Principle

The network is the product. PFST is the shared utility layer intended to coordinate productive participation across that network.

2 Current Status and Verification

The canonical PFST mint is established on Solana Mainnet. Current facts should be verified through the official PFST website and a public Solana explorer before any interaction.[1][2]

Network: Solana Mainnet.

Decimals: 9.

Raw Supply: 1000000000000000000 base units.

Total Supply: 1000000000 PFST.

Mint Authority: None.

Freeze Authority: None.

Metadata Pointer Authority: Ac5aCTucKCeGirnVUopKbFX2bpc9QWCYD7RwsUfJabSM.

Token Metadata Update Authority: Ac5aCTucKCeGirnVUopKbFX2bpc9QWCYD7RwsUfJabSM.

Public Distribution: Not active.

Public Liquidity: Not active.

Launch Price: Not established.

The absence of mint authority means the total supply cannot increase. Burns may reduce outstanding supply. The retained metadata authorities mean token information is still updateable by the identified authority. The mint revocation does not make all metadata, project operations, treasury decisions, or future software immutable.

3 Executive Summary

The Protected Fulfillment Network is an operating commerce and logistics ecosystem connecting ecommerce brands, consumers, and participating third party logistics providers. WTS Global is the operating entity. Protected Fulfillment is the trademarked service framework WTS Global operates across the network. WeTalkShip.com is the public web presence representing the Protected Fulfillment Network. Brands need customers, dependable fulfillment, competitive shipping economics, and protection against shipping failures. Third party logistics providers need qualified demand, operating leverage, technology, and a credible way to demonstrate service quality. Consumers need trustworthy delivery experiences and useful relationships with the brands they support.

PFST is intended to sit above this operating network as an optional utility, payment, rewards, qualification, and coordination layer. Its purpose is not to replace the logistics business. Its purpose is to help independent network participants interact through approved programs tied to real commerce, verified services, and measurable contribution.

PFST is designed for productive circulation. Consumers may use PFST where participating merchants choose to accept it. Brands may use PFST for eligible products, promotions, shipping charges, and logistics services. Participating third party logistics providers may accept PFST for eligible services and use it for approved network tools, integrations, data, certification programs, carrier access programs, and network fees. Contributors may qualify for rewards based on measurable work or activity, not passive ownership.

4 The Market Problem

Brands often treat customer acquisition, fulfillment, shipping, and shipment protection as separate systems. This can create friction and fragmented economics.

Consumers encounter isolated loyalty programs that stop at one brand and rarely connect to the physical delivery experience.

Third party logistics providers compete in a fragmented market where service quality can be difficult to compare and strong operators may lack efficient access to qualified brands.

Independent companies need a shared coordination layer, but they should not be required to surrender their customer relationships or replace existing operating systems.

5 Network First Solution

The Protected Fulfillment Network connects brands, third party logistics providers, consumers, technology providers, marketing providers, and other qualified contributors around real commerce and logistics activity. The operating network creates the underlying value through fulfillment capability, shipment activity, carrier programs, customer acquisition, service standards, integrations, and data. Token ownership alone does not create these outcomes.

PFST is intended to make useful participation more connected, measurable, and reusable across independent companies without converting the network into a speculative promise.

6 Brand Growth and the Network Flywheel

PFST is intended to support a brand marketing and customer acquisition engine, not merely a payment option. Participating brands may create approved offers, product programs, promotions, and campaigns designed to reach relevant consumers and encourage real purchasing activity. Each brand remains responsible for its products, pricing, promotion terms, consumer obligations, and applicable legal requirements.

A new brand can bring products, audience, order activity, fulfillment needs, and logistics demand into the network. Consumer engagement can create real orders. More orders can create more fulfillment and shipment activity. Aggregated shipment volume can strengthen carrier negotiating leverage and support more competitive logistics programs. Broader consumer reach, fulfillment capacity, and operating capability can make the network more useful to the next participant.

The network effect is based on real participation. No brand, consumer, third party logistics provider, contributor, or PFST holder is guaranteed customer acquisition, savings, shipment volume, rewards, or any financial outcome.

7 Participant Utility

7.1 Consumers

Consumers may engage with participating brands through approved offers and promotions. After applicable distribution and payment functionality are active, consumers may use PFST for eligible purchases where accepted. Merchants may voluntarily offer discounts, loyalty benefits, promotions, shipping benefits, or other incentives. Each merchant remains responsible for pricing, tax, refunds, product terms, and consumer obligations.

Qualifying purchases may build an internal participation score. Confirmed thresholds may qualify a participant for PFST rewards under published rules. Scores are internal records and are not PFST balances. Eligible spending, returns, order caps, period caps, claim rules, fraud checks, earning rates, thresholds, and issuance ceilings must be defined before launch.

7.2 Ecommerce Brands

Participating brands may use approved campaigns and promotions to reach relevant consumers, support customer acquisition, and create differentiated offers. Certified brands are the intended users of Network Capital programs for carrier advances, receivables financing, and working capital through approved third party providers, subject to underwriting and applicable requirements. After applicable functionality is active, brands may accept PFST for products and eligible shipping charges. Brands may use received PFST to pay accepting third party logistics providers or WeTalkShip for eligible fulfillment and shipping services.

Brand reward programs may support qualifying offers, verified campaign redemptions, and eligible shipment milestones using network carrier rates. Each campaign requires a defined budget and must prevent duplicate rewards unless the additional award is expressly approved and budgeted.

7.3 Third Party Logistics Providers

Qualified third party logistics providers may gain credibility, relevant brand introductions, shipment opportunities, and access to approved network programs without any guarantee of volume or financial outcome. Certified providers are the intended users of Network Capital programs for carrier financing and growth capital through approved third party providers, subject to underwriting and applicable requirements. After applicable functionality is active, participating providers may accept PFST for eligible services. They may use PFST for approved network tools, integrations, data, carrier access programs, WeTalkShip shipping services, and other logistics services.

Certification, operational activation, qualifying shipment milestones, and service performance may create reward eligibility under published rules. Accuracy and dispatch performance should measure work attributable to the provider and should distinguish carrier delays. Minimum volumes and evaluation periods must be defined. A provider does not need network certification merely to accept PFST. Certification, carrier rate access, and reward eligibility are separate qualifications.

7.4 Network Contributors and Marketing Providers

Qualified contributors may create value through integrations, verified merchant activity, operational capacity, approved referrals, data services, technology, campaigns, and other measurable contributions. Eligibility for rewards depends on actual contribution, not passive ownership.

Marketing providers may accept PFST by agreement. When a provider requires cash, the Business Treasury must use available cash or complete an approved conversion. No public statement should imply that every advertising or service provider accepts PFST.

8 Commercial Circulation Loop

After required functionality and approvals are active, a consumer may choose PFST for an eligible product or merchant offer where the brand accepts it.

The brand may retain PFST and use it for eligible third party logistics provider invoices, fulfillment services, shipping charges, returns, receiving, storage, technology, WeTalkShip shipping services, or other approved logistics services.

The third party logistics provider may use PFST for approved network fees, technology, data, integrations, certification programs, qualified carrier access programs, WeTalkShip shipping services, or other participating services.

The network may use designated PFST for verified contributors, adoption programs, brand campaigns, certification, and Proof of Logistics rewards under published rules. Recipients may reuse or freely transfer PFST, subject to applicable restrictions and service availability.

A freely transferred PFST reward cannot be limited to one brand after transfer. Brand specific incentives require an eligible checkout design or a conditional claim process. Campaign rules must state whether a reward is delivered before or after purchase and whether the recipient may freely transfer it.

Every major participant should have a legitimate downstream reason to use PFST. The objective is productive circulation tied to real activity, not passive holding.

9 Direct Payment and Settlement Architecture

PFST should minimize unnecessary custody and avoid making the Protected Fulfillment Network a customer bank or exchange. Preferred flows are consumer wallet to brand wallet, brand wallet to third party logistics provider wallet, brand wallet to WeTalkShip, third party logistics provider wallet to WeTalkShip, and participant wallet to an approved service provider wallet.

Commercial obligations should remain denominated in USD where appropriate. The system should calculate the PFST amount through an executable conversion quote with an expiry time, disclosed costs, minimum output, and failure handling. An indicative chart price is not sufficient for settlement.

Carrier obligations remain payable in the currency required by each carrier. WeTalkShip must receive settlement that covers those obligations. Negotiated network shipping rates are not an additional PFST specific discount unless a separate discount is defined and approved.

PFST conversion to USDC is a market trade and is not a fixed dollar redemption promise. Conversion from USDC to USD is a separate provider service that may require onboarding, limits, settlement time, and fees. The launch and utility systems must identify which party signs, holds funds, bears volatility, pays fees, and receives settlement.

Qualified third parties may provide custody, conversion, sanctions screening, identity verification, or regulated transfer services when required. PFST does not replace a bank account, licensed payment intermediary, customer funds program, or qualified off ramp.

The completed controlled utility pilot used participant controlled wallets, direct recipient settlement, independent on chain confirmation, immutable transaction records, and administrator reconciliation. Customer custody, platform conversion, automatic rewards, public liquidity, public distribution, and production settlement are not active.

9.1 Completed Controlled Utility Pilot Evidence

On September 15, 2026, WTS Global completed a controlled Mainnet utility pilot using participant controlled wallets. PFST was used for a qualification award and for settlement of a logistics invoice.

The qualification award transaction is public on Solana.[9]

The logistics invoice settlement transaction is public on Solana.[10]

Solana Mainnet proves the two token transactions. WTS Global retains the supporting commercial records privately. Counterparties, invoice identifiers, invoice values, token amounts, participant account addresses, and participant balances are not published as marketing evidence.

This was a limited agreed test. It did not establish a PFST market price, fixed redemption value, public offering price, public sale, universal acceptance, production checkout, automatic rewards, public liquidity, public distribution, or legal launch clearance.

The pilot demonstrates that PFST can move from an approved program allocation to a participant controlled wallet and then settle a real network invoice. Qualification criteria, award acceptance documentation, repeatable program rules, screening, dispute handling, accounting, and automation must be completed before the process is represented as a generally available program.

10 Protected Fulfillment Standard

Protected Fulfillment qualification is intended to communicate a meaningful operating standard, not token ownership, popularity, or network tenure. Final criteria may address order accuracy, ship time consistency, inventory integrity, carrier scan compliance, loss and damage performance, responsiveness, facility practices, integration readiness, capacity, and category expertise.

The program is intended to use capability information rather than a public hierarchy that makes a new qualified provider appear inferior because it has less network history. Brands should be able to evaluate practical fit through geography, category expertise, shipment volume, special handling, technology, capacity, and other relevant capabilities.

Holding PFST does not certify a provider. Entry criteria, review procedures, monitoring, capability badges, renewal, suspension, and appeal rules must be published before the certification program is represented as fully operational.

11 Proof of Logistics

Proof of Logistics is the proposed PFST framework for measuring useful physical, operational, and commercial contribution. It is not Solana consensus and does not replace blockchain validation.

Fulfillment evidence may include verified orders, accuracy, timeliness, inventory integrity, capacity, and exception handling.

Shipping evidence may include valid labels, carrier scans, delivery outcomes, loss and damage performance, and legitimate volume.

Commerce evidence may include eligible merchant transactions, consumer adoption, returns adjustments, and verified product activity.

Technology evidence may include delivered integrations, supported transactions, reliability, security, and measurable network use.

Network development evidence may include approved referrals, onboarding milestones, operational services, and documented contribution.

Reward eligibility depends on verified contribution and published program rules. PFST ownership alone does not create a reward entitlement.

12 PFST Network Capital

Network Capital and the Protected Fulfillment Score are in development and not live. No financing provider, price, amount, approval standard, term, collateral program, geography, or launch date is announced.

12.1 Capital That Moves With Commerce

Shipping charges, fulfillment costs, inventory movement, packaging, labor, and carrier obligations often arise before brands and third party logistics providers receive customer payments or receivable settlement. Network Capital organizes verified commerce and logistics information for independent provider review.

The operating cycle is verified commerce, approved data, network qualification, provider review, working capital, and continued commerce. Financing remains connected to real operating activity rather than a generic crypto lending model.

12.2 Capital Programs

Carrier Advance provides short duration funding for approved carrier and shipping expenses while a certified business awaits customer payments or receivable settlement.

Receivables Financing provides advances against eligible business receivables through an approved provider.

Third Party Logistics Growth Capital provides funding for qualified packaging, labor, onboarding, technology, and fulfillment expansion.

Peak Season Capital provides temporary funding for qualified increases in inventory movement, shipping expense, labor, and fulfillment activity.

Each program remains subject to provider approval and final product documents.

12.3 Provider Structure

Appropriately structured, licensed, or exempt third party commercial financing providers control underwriting, approval, pricing, agreements, required notices, servicing, collections, collateral treatment, regulatory obligations, and geographic availability.[6]

The Protected Fulfillment Network provides approved technology, permissioned data connections, verified activity records, qualification signals, and program administration. It does not automatically approve, fund, service, guarantee, transmit, convert, or collect financing.[7][8]

12.4 PFST Separation

Network Capital does not promise interest, yield, appreciation, lending profits, revenue sharing, automatic approval, or lower borrowing costs. PFST ownership alone does not create approval, pricing, limits, terms, or financing entitlement.

No PFST collateral or reserve program is active. The relationship between the Protected Fulfillment Score and PFST has not been determined and requires a separate approved program.

13 Protected Fulfillment Score

The Protected Fulfillment Score, abbreviated PFS, is an internal 0 to 100 operating performance and network qualification score for certified brands and third party logistics providers.

PFS organizes verified network data into a clear view of fulfillment execution, accuracy, claims control, commercial reliability, network collaboration, and compliance. It shows strengths, improvement priorities, and the operating information available for network programs and independent provider review.

PFS is not a public credit rating, consumer report, financing approval, or substitute for provider underwriting. A financing provider controls its own decision, terms, notices, servicing, recordkeeping, and compliance.[6]

13.1 Certification and Minimum History

A client receives PFS only after completing network business verification, signed agreements, authorized data access, an approved operating profile, and the applicable onboarding review.

A numeric score requires at least 90 consecutive days of verified operating history, at least 100 eligible fulfilled orders or parcels, at least 90 percent completeness across required score fields, and no unresolved identity, agreement, data integrity, or compliance gate.

Until these conditions are met, the account displays Building Verified History instead of an estimated score. Missing required data is not replaced with invented values.

13.2 Weighted Dimensions

Fulfillment Execution. Weight 25 percent. Measures how consistently orders move from release through carrier induction and delivery.

Accuracy and Customer Outcome. Weight 20 percent. Measures order accuracy, issue prevention, returns, support response, and verified customer service outcomes.

Claims and Loss Control. Weight 15 percent. Measures normalized claim activity, documentation quality, packaging compliance, loss attribution, and prevention response.

Commercial Reliability. Weight 15 percent. Measures billing, payment, reconciliation, receivables consistency, dispute resolution, and operating data timeliness.

Network Collaboration. Weight 15 percent. Measures forecast quality, capacity reporting, response, integration, referrals, and cooperation across shared network operations.

Compliance and Data Integrity. Weight 10 percent. Measures current agreements, business and facility verification, authorized data access, insurance records where required, safety controls, privacy, security, and audit cooperation.

Each dimension is scored from 0 to 100 using role specific metrics and documented normalization rules. Raw volume is not a score by itself. Metrics are normalized by shipment count, order count, value, service, operating model, or another documented denominator so larger clients do not receive higher scores merely because they are larger.

The total PFS equals Fulfillment Execution multiplied by 25 percent, plus Accuracy and Customer Outcome multiplied by 20 percent, plus Claims and Loss Control multiplied by 15 percent, plus Commercial Reliability multiplied by 15 percent, plus Network Collaboration multiplied by 15 percent, plus Compliance and Data Integrity multiplied by 10 percent.

13.3 Score Bands

Protected Fulfillment Leader. Score 90 through 100. Sustained high performance with no material unresolved control issue.

Strong Network Performance. Score 80 through 89. Reliable performance with limited improvement priorities.

Certified Network Standard. Score 70 through 79. Meets the operating standard with identified improvement opportunities.

Improvement Plan. Score 60 through 69. Monitored remediation with defined actions and review dates.

Certification Review. Score 0 through 59. Formal review before material network access continues.

A critical identity, fraud, sanctions, safety, data integrity, or agreement failure can trigger a separate certification hold regardless of the numerical score. The calculated score and the hold remain visible as separate records.

13.4 Certified Client Benefits

PFS provides a performance dashboard, dimension level results, data coverage, trends, improvement priorities, support for network qualification, approved performance recognition, faster issue resolution, and a structured provider review package after client consent.

Network qualification supports documented consideration for carrier programs, operating support, referrals, campaigns, pilots, and other approved opportunities under each program's rules. PFS does not guarantee clients, volume, rates, fee reductions, financing, approvals, or rewards.

13.5 Refresh, Explanation, and Correction

PFS uses a rolling 180 day measurement window and refreshes monthly after reconciliation. The dashboard displays the score date, measurement window, data sources, completeness, dimension scores, and principal factors that raised or lowered the result.

A certified client can request the source record supporting a factor and dispute duplicate, stale, incomplete, or misattributed data. The original score, corrected score, changed data, reviewer, reason, date, and affected program decisions remain in the audit history.

Sales personnel cannot alter PFS. An override requires two authorized reviewers outside the originating commercial decision, a documented reason code, supporting evidence, an expiration date no longer than 90 days, and review at expiration. The calculated score remains visible beside the override.

13.6 Governance and Provider Use

Operations, Compliance, Data, and Network leadership govern metric definitions, thresholds, exclusions, data sources, role specific scorecards, material changes, overrides, disputes, and publication language.

The governance committee reviews score distribution, missing data, dispute outcomes, overrides, program outcomes, and unintended bias at least quarterly.

PFS begins as a transparent rules based operating score. WTS Global does not claim that PFS predicts default, loss, approval, or financing performance. A provider using PFS remains responsible for its own validation and for specific reasons and notices required by its process.[6]

PFS excludes protected information and variables intentionally designed or applied as proxies for protected characteristics. It also excludes owner personal credit information and unrelated personal behavior.

PFST ownership, token balance, token purchases, holding period, transfers, wallet activity, and market price are not PFS inputs. The relationship between PFS and PFST has not been determined and requires separate legal, commercial, technical, and governance approval.

14 Ecosystem Adoption and Participation Rewards

The approved Ecosystem Adoption and Participation Rewards allocation is 250 million PFST, representing 25 percent of total supply.

Consumer Purchase Rewards: 80 million PFST. 8 percent of total supply.

Brand Offers and Participation: 60 million PFST. 6 percent of total supply.

Third Party Logistics Certification and Performance: 60 million PFST. 6 percent of total supply.

Ecosystem Program Reserve: 50 million PFST. 5 percent of total supply.

Total: 250 million PFST. 25 percent of total supply.

This allocation distributes PFST to qualifying consumers, brands, and third party logistics providers to support community participation and measurable network activity. Programs may include qualifying consumer purchases, brand offers, shipping milestones, certification and activation, and verified fulfillment performance. Tokens are intended to enter circulation progressively through defined reward programs.

This allocation is separate from company operating funds. The Ecosystem Program Reserve is reserved for future approved participant programs and is not unrestricted Business Treasury inventory.

No numerical earning rate, score threshold, claim rule, period cap, transaction cap, or first year issuance ceiling is finalized. Earlier examples must not be treated as commitments.

15 Program Integrity and Campaign Controls

Reward activity should be validated before scores and distributions are finalized. Controls may include merchant verification, warehouse records, carrier scans, duplicate detection, circular payment detection, self generated transaction review, returns and cancellation adjustments, fraud scoring, wallet monitoring, delayed settlement, audits, and recovery procedures where legally permitted.

Participants must not be able to create fake shipments, manufactured commerce, or circular transactions simply to receive PFST. Distribution must remain separate from calculation and should require documented approval.

The Business Treasury may pay advertising, production, technology, and operating costs. Ecosystem funds supply participant rewards. Campaign budgets must account for every award connected to a transaction, including separate consumer, brand, and third party logistics awards.

16 Data, Privacy, and Verification

Proof of Logistics may rely on warehouse, order management, commerce, carrier, transportation, inventory, claims, returns, and logistics systems. Sensitive operational and personal information should remain private and off chain where appropriate.

Customer identities, addresses, product details, private pricing, inventory, insurance information, and confidential warehouse data should not be placed on a public blockchain unless required and legally appropriate. Public records should be limited to necessary transactions, hashes, proofs, program results, and aggregated reporting.

17 Insurance and Small Parcel Protection Separation

Small parcel protection is provided through Old Republic, an A rated insurance group, subject to the applicable policy and program terms, eligibility requirements, limits, and exclusions.[3] Executed policy and program documents control the precise insurer, administrator, policyholder, claimant, coverage territory, and claims roles.

Insurance premiums, reserves, claims administration, covered losses, and approved claim payments remain in the applicable insurance and USD workflows. PFST is not insurance, does not fund insurance reserves, does not constitute a premium, does not create coverage, does not determine claim eligibility, and does not give holders an interest in premiums, reserves, underwriting profits, or claim proceeds.

No PFST wallet may be described or operated as an insurance reserve. Approved insured claims are denominated and settled in USD through the authorized claims process.

18 Verified Supply and Approved Allocation Framework

The fixed total supply is one billion PFST. Finalized Mainnet verification confirms that exactly one billion PFST has been minted and mint authority has been permanently revoked. Freeze authority is absent.

The approved allocation framework totals exactly one billion PFST.

Ecosystem Adoption and Participation Rewards: 25 percent. 250 million PFST.

Business Treasury: 20 percent. 200 million PFST.

Long Term Network Reserve: 20 percent. 200 million PFST.

Founders and Partners: 12 percent. 120 million PFST.

Public Auction and Future Offerings: 10 percent. 100 million PFST.

Liquidity and Market Infrastructure: 8 percent. 80 million PFST.

Strategic Partnerships and Ambassadors: 5 percent. 50 million PFST.

Total: 100 percent. One billion PFST.

Development spending falls under the Business Treasury. The allocation framework contains no unallocated supply.

Allocation does not equal circulation. A project holding transfer does not alone establish public circulation. Tokens become publicly circulating through completed sales, distributions, pool deposits, or other releases after applicable exclusions. Naming an account as a reserve does not create a technical lock.

19 Current Account Directory and Allocation Implementation

Finalized Mainnet verification on September 15, 2026 confirmed twelve PFST token accounts controlled by the project owner wallet. The controlled pilot also used participant controlled wallets. The project account addresses, mint, token program, owner, decimals, and initialized account state were independently read through finalized RPC. The purpose labels below are the confirmed project allocation records. Participant account addresses, balances, and confidential commercial records are not reproduced as marketing evidence.

The twelve project accounts are project controlled allocation holding accounts. The controlled pilot used participant controlled wallets. Current participant balances and account addresses are not reproduced in public marketing copy. The two public transaction references provide the pilot evidence. Project holdings are not independent custody, a multisignature arrangement, funded vesting, a technical lock, deployed liquidity, or public circulation. Founder vesting and reserve control implementation remain separate from the completed allocation funding. Private keys, recovery phrases, signing files, customer identities, and confidential commercial records will never be published.

20 Initial Circulation Framework

The approved launch framework establishes a maximum initial circulation of 50 million PFST, representing 5 percent of total supply.

Initial Public Auction: 35 million PFST. 3.5 percent of total supply.

Initial Liquidity Token Allocation: Up to 15 million PFST. Up to 1.5 percent of total supply.

Maximum Initial Circulation: Up to 50 million PFST. Up to 5 percent of total supply.

Prior Release Treatment: Every completed pilot or other release counts within the 50 million PFST ceiling.

Project Holdings Outside the Initial Launch: At least 950 million PFST. At least 95 percent of total supply before any other approved release.

The 35 million auction holding is included in the 100 million Public Auction and Future Offerings allocation. This leaves 65 million PFST for potential future offerings.

The 15 million initial liquidity holding is included in the 80 million Liquidity and Market Infrastructure allocation. This leaves 65 million PFST for future liquidity.

The 15 million initial liquidity amount is an allocation ceiling. Every completed pilot or other release counts toward the unchanged 50 million PFST initial circulation ceiling. Actual initial circulation depends on completed pilot distributions, auction sales, pool deposits, reward distributions, and any other releases. Transfers among owner controlled project accounts are not counted twice. If all 35 million auction tokens are distributed, available initial liquidity must be reduced below its allocation ceiling by the amount previously released.

21 Public Auction and Future Offerings

PFST intends to use a transparent on chain price discovery process rather than publishing an arbitrary public launch price. The approved initial auction allocation is 35 million PFST.

The remaining 65 million PFST in this category is reserved for potential future offerings. Future releases are not automatic. Each offering requires advance disclosure of purpose, amount, terms, timing, eligibility, and use of proceeds. A future offering does not automatically use the initial auction proceeds policy.

The launch platform, settlement asset, auction duration, participation limits, eligibility rules, geographic restrictions, clearing method, reserve price, funding minimum, custody, refunds, unsold token treatment, fees, and final settlement procedures remain unresolved.

Public distribution is not active. Launch pricing has not occurred. PFST does not publish an expected price, expected market capitalization, expected investment return, or guaranteed market outcome.

22 Liquidity and Market Infrastructure

The approved Liquidity and Market Infrastructure allocation is 80 million PFST. It includes a 15 million PFST initial holding allocation and a 65 million PFST future liquidity reserve.

Fifty percent of net initial auction proceeds is targeted to a separately accounted liquidity budget. Fifty percent of net initial auction proceeds is targeted to the Business Treasury.

Net initial auction proceeds means gross proceeds less only specifically identified and publicly disclosed platform fees, transaction costs, refunds, chargebacks where applicable, and taxes collected or withheld. No other deduction is approved. Any additional launch cost must be defined and disclosed before final auction terms are approved.

The liquidity budget is not active liquidity and is not a promise that every designated dollar or digital asset will be deposited immediately. The actual initial pool will use only the paired funding required by the disclosed opening structure and no more than the lower of the 15 million PFST allocation ceiling or remaining capacity under the 50 million PFST initial circulation ceiling.

If all 35 million auction tokens are sold at one clearing price, available initial liquidity must remain below the 15 million PFST allocation ceiling by the amount of every prior release. Fees, prior releases, and the final pool design affect the paired amount and remaining liquidity budget.

Unused liquidity designated funds will remain separately accounted for and reserved for future disclosed liquidity deployment. Reserved funds must not be presented as liquidity already deposited in a pool.

Illustrative Validation Example

If 35 million PFST is sold at two cents per PFST and there are no fees, gross auction proceeds would equal 700 thousand dollars. The Business Treasury budget would equal 350 thousand dollars and the liquidity budget would equal 350 thousand dollars.

At the same two cent opening price, the permitted initial liquidity amount would be paired using the disclosed opening structure. Any liquidity budget not deployed would remain separately accounted for and reserved for future disclosed liquidity deployment. It would not be active pool liquidity.

This example validates the approved arithmetic. It is not a launch price forecast, an offer, or a promise that the selected pool will use this exact structure.

If half of net proceeds is insufficient for the selected deployment, the project must adjust the deployment or provide separately disclosed funding. It will not promise that the full 15 million PFST allocation can be paired at the auction price regardless of auction results or remaining capacity under the initial circulation ceiling.

The final paired asset, venue, fee tier, price range, position structure, ownership, withdrawal control, locking arrangement, timing, and reporting methodology must be disclosed before public launch. No liquidity framework guarantees market depth, price stability, trading volume, unlimited conversion, or continuous liquidity.

23 Business Treasury

The Business Treasury allocation is 200 million PFST. It is separate from the Business Treasury share of initial auction cash or USDC proceeds.

The Business Treasury supports operations, technology development, commercial partner transactions, business development, brand co marketing, consumer acquisition, and network expansion. PFST may be used to pay providers that agree to accept it or may be converted to fund approved expenses.

Treasury holdings are token inventory and are not guaranteed cash runway. Material token dispositions and use of proceeds should be reported periodically. Quarterly reports should cover receipts, sales, proceeds, costs, spending by category, and remaining balances.

The funded Business Treasury allocation account is verified and remains under project owner control. Multisignature or other funded control mechanisms are not implemented. Reasonable compensation for actual work must be documented. Treasury distributions must not bypass founder vesting.

Liquidity designated funds must be accounted for separately from Business Treasury operating capital. Insurance and claim funds must remain separate from PFST and corporate treasury assets.

No treasury policy guarantees buybacks, a market price, appreciation, redemption, or liquidity.

24 Long Term Network Reserve

The Long Term Network Reserve allocation is 200 million PFST. It supports future network expansion and replenishment of established programs whose existing budgets demonstrate a need.

No reserve release is permitted during the first 12 months after the public trading launch.

After that period, no more than 20 million PFST may be released during any rolling 12 month period. A release is not automatic.

At least 30 days before a release, the project must publish its purpose, amount, recipient program, and the reason the existing program allocation is insufficient.

Reserve releases may not fund personal founder distributions or bypass founder vesting. Routing through another project account does not avoid the rolling release ceiling.

The public trading launch timestamp and every reserve release must be recorded. A simple time lock does not enforce the rolling annual ceiling, notice period, or purpose restriction. The project must identify which controls are enforced by code and which are enforced by policy.

No verified funded reserve control or technical lock is implemented. The reserve must not be described as locked until its funded controls are independently verified.

25 Founders and Partners

The Founders and Partners allocation is 120 million PFST for the founder and building partners collectively.

During months zero through six after the public trading launch, the full allocation remains locked under the approved policy.

At month six, 6 million PFST unlocks. This equals 5 percent of the Founders and Partners allocation and 0.6 percent of total PFST supply.

During the following 30 months, the remaining 114 million PFST vests gradually. Daily vesting is preferred. The combined monthly equivalent is 3.8 million PFST.

The aggregate allocation is fully vested at month 36.

Recipient splits must be established privately for implementation. Public reporting should provide enough funded escrow information to verify the aggregate schedule. Contract permissions, exact timestamps, recipient destinations, recovery procedures, and Token 2022 compatibility must be verified before deposits.

No discretionary acceleration or cancellation may bypass the published vesting schedule. Holding tokens in an ordinary owner controlled account is not vesting. Founder escrows and locks are not implemented.

26 Strategic Partnerships and Ambassadors

The Strategic Partnerships and Ambassadors allocation is 50 million PFST. It supports external strategic brands, third party logistics providers, channel partners, technology partners, and ambassadors who deliver defined expansion, capabilities, campaigns, or referrals.

This category is distinct from building partners included in the Founders and Partners allocation and from ordinary participation rewards.

Each award requires an agreement that identifies deliverables, milestones, token amount, release or vesting terms, and treatment of unearned awards. No single release schedule applies to the entire category. Material awards and applicable restrictions should be disclosed. Paid promotional relationships require appropriate disclosure.

Token awards do not provide equity and must not imply guaranteed investment returns.

27 USDC, Routing, and Fee Readiness

Before production use, the project must verify that the selected pool and swap router support the exact PFST Token 2022 mint and its extensions. The official native Solana USDC mint must be verified against issuer documentation before funding. A token must not be selected by ticker alone.[4]

The project must choose the venue, fee tier, initial price, applicable range, position ownership, liquidity custody, withdrawal controls, and reporting process.

Executable quotes must include minimum output, expiry, fees, price impact, and failure handling. Typical shipping invoices and consumer purchases should be tested against actual available depth.

The user experience must support wallet signing, SOL transaction fee funding or sponsorship, transaction confirmation, invoice reconciliation, and refund rules.

An eligible USD off ramp must be selected and verified for support, onboarding, settlement time, limits, and costs. Auction fees, network fees, trading fees, price impact, application fees, and off ramp fees must be disclosed separately with the payer and recipient identified.

No numerical fee schedule is approved. Current mint verification shows metadata extensions and no transfer fee extension. The project will not invent an on chain token tax or confuse an application fee with a token program fee.

Mint and freeze authority status does not guarantee conversion, liquidity, redemption, reserves, or payment acceptance.

28 Vesting, Distribution, and Circulation Controls

Founder, partner, ambassador, strategic, treasury, adoption, reward, reserve, future offering, and liquidity allocations do not become publicly circulating merely because they were minted or assigned to a project account.

Founders and Partners require funded vesting or escrow controls and the approved month 36 aggregate schedule.

Strategic Partnerships and Ambassadors require delivered contribution, milestones, vesting, or release conditions.

Brand and third party logistics adoption releases require verified onboarding, activity, program budgets, and published eligibility rules.

Consumer purchase rewards require eligible spending rules, returns adjustments, transaction caps, period caps, fraud controls, and claim procedures.

Long Term Network Reserve releases require the approved hold period, rolling ceiling, advance notice, purpose statement, and complete release record.

Business Treasury and technology spending require documented authorization, accounting controls, reporting, and approved operational use.

The twelve project controlled allocation account addresses are published. Participant pilot balances and account addresses are not reproduced as marketing proof. Funded control mechanisms, material release dates, and the circulating supply methodology must be published before public distribution.

29 Governance

The network will initially use administrator managed parameters, treasury controls, technical safeguards, and published program rules. Community input may expand progressively around integrations, grants, initiatives, merchant categories, features, and published standards.

Community participation does not confer ownership of a company, control of insurance programs, entitlement to treasury assets, or a right to influence PFST price. Token holders should not control claims decisions, regulated reserves, carrier obligations, or legal entities.

30 Development Roadmap

Stage One: Operating Logistics and Fixed Supply Foundation

Status: Live. Existing logistics operations, shipping infrastructure, participating providers, small parcel protection, and the official Solana Token 2022 mint establish the operating foundation. One billion PFST is minted. Mint authority and freeze authority are absent.

Stage Two: Allocation Funding and Control Implementation

Status: Allocation funding completed. Twelve project accounts were created and funded. Following the controlled pilot, project accounts and participant controlled transactions were verified on Solana. Control implementation remains in development. Implement multisignature administration, funded founder vesting, reserve controls, and a consolidated release calendar. Continue publishing project account addresses, controller information, and control status while keeping participant account balances off public marketing surfaces.

Stage Three: Utility Infrastructure

Status: In development. Build multisignature controls, user controlled wallets, executable quotes, direct payment flows, merchant acceptance, accounting records, transaction verification, refund handling, and integrations. Define the Network Capital provider architecture, permissioned data connections, Protected Fulfillment Score governance, application controls, and provider responsibility boundaries.

Stage Four: Real World Utility Pilot

Status: Completed controlled pilot. PFST was used for a qualification award and settlement of a logistics invoice through participant controlled wallets. Both transactions are public on Solana. Commercial terms, transfer amounts, counterparties, invoice data, participant account addresses, and participant balances are not published as marketing evidence. Repeatable qualification, award acceptance, screening, dispute, accounting, and automation controls remain in development. Selected qualified businesses may test provider led carrier advances or receivables solutions only after provider, underwriting, data, and compliance controls are approved.

Stage Five: Security and Economic Validation

Status: Planned. Validate transactions, reward formulas, caps, anti gaming controls, privacy, security, venue compatibility, liquidity, accounting, reconciliation, disputes, and repeatability.

Stage Six: Professional Launch Readiness

Status: Review required. Complete legal, tax, payments, insurance, financing, fair lending, compliance, technical, geographic, custody, sanctions, privacy, and consumer review. Publish final account controls, vesting, reserve implementation, auction fees, liquidity position controls, settlement procedures, and risk disclosures.

Stage Seven: Public Price Discovery

Status: Planned. Conduct the approved 35 million PFST auction. Count every completed pilot or other prior release within the 50 million PFST initial circulation ceiling. If the full auction amount is distributed, reduce available initial liquidity below its 15 million PFST allocation ceiling by the amount previously released. Account separately for the 50 percent net proceeds liquidity budget. Activate only after utility, eligibility, settlement, fees, refunds, pool controls, and professional readiness are documented.

Stage Eight: Network Expansion

Status: Planned. Expand brands, third party logistics providers, integrations, commerce acceptance, qualified carrier access, Proof of Logistics participation, public utility metrics, and approved Network Capital provider access where available.

31 Minimum Functional Utility Before Broad Distribution

Before broad public distribution, the target minimum functional utility includes an operating shipping and fulfillment network with active commercial participants, a working wallet and account experience appropriate for intended users, tested merchant purchase and business payment flows for real goods and services, eligible network services that can be purchased or accessed with PFST, a working activity reward process with published rules and anti gaming controls, documented custody, accounting, privacy, sanctions, tax, refund, and recordkeeping processes, and verified allocation accounts, reserve controls, vesting, and launch disclosures.

The completed controlled Mainnet pilot demonstrated participant controlled wallets, direct recipient settlement, Token 2022 transfer validation, immutable transaction records, invoice reconciliation, administrator review, and evidence processing. Broader utility still requires executable quotes, repeatable merchant and logistics payment flows, approved qualification and reward rules, screening, privacy, accounting, refunds, disputes, security, automation, and monitoring. Network Capital is not required for initial PFST utility and may be introduced later through a separate controlled provider pilot.

32 Risk Factors

PFST development and any future public distribution involve material regulatory, market, liquidity, adoption, technology, custody, fraud, operational, treasury, tax, accounting, privacy, cybersecurity, and implementation risks.

PFST may have limited or no liquidity. Price may fluctuate substantially, and a participant may lose all value associated with PFST.

Brands, consumers, third party logistics providers, developers, marketing providers, or other service providers may not adopt PFST or may stop participating.

Wallets, programs, integrations, or infrastructure may contain defects, experience outages, or be exploited. Private keys may be lost or stolen. Transactions may be irreversible. Impersonators may use the same ticker or misleading branding.

Network Capital may never launch or may be available only through limited providers, products, industries, or jurisdictions. Financing may be unavailable, delayed, expensive, secured, or subject to changing provider requirements. Operational data may be incomplete, disputed, stale, manipulated, or unsuitable for underwriting. Scoring may produce errors or unfair results. Applicants may require notices, correction rights, explanations, record access, or other protections. PFST collateral may fluctuate substantially and may involve margin, liquidation, delayed release, loss, tax, custody, smart contract, insolvency, or dispute risks. No collateral program is active.

Current project controlled holdings are not technical locks, funded vesting, independent custody, active liquidity, or public circulation. Future controls may fail, be delayed, or require modification.

Fulfillment, shipping, carrier, staffing, data, and partner failures may reduce network utility. Available cash or token inventory may be insufficient, misallocated, delayed, or affected by market conditions.

The project may modify, delay, restrict, or discontinue functions, rewards, distribution, or geographic availability. No statement in this paper promises a market price, appreciation, return, yield, revenue share, redemption, or guaranteed availability of any utility.

33 PFST Is and PFST Is Not

PFST is an initialized Token 2022 mint on Solana Mainnet.

PFST has a verified fixed total supply of one billion PFST because mint authority is absent.

PFST has no freeze authority.

PFST retains identified metadata pointer and token metadata update authorities.

PFST has been used in a completed controlled pilot for a qualification award and a logistics invoice payment. PFST remains an intended utility, payment, rewards, qualification, and coordination asset for broader approved programs.

PFST is designed for eligible commerce, logistics services, network access, and verified contribution.

PFST is identified by its official mint address.

PFST is subject to final utility implementation and published launch terms.

PFST is not equity, debt, a dividend, or a right to company revenue.

PFST is not insurance, an insurance reserve, or an interest in premiums or underwriting profits.

PFST is not a loan, lender, financing provider, public credit rating, or guarantee of financing approval, pricing, limits, terms, or availability.

PFST does not create interest, yield, lending profit, or revenue sharing rights.

PFST is not a guarantee of liquidity, value, income, appreciation, customers, savings, or shipment volume.

PFST is not uniquely identified by the PFST ticker alone.

PFST does not create an entitlement to rewards based on passive ownership.

Mint authority revocation does not make project operations, metadata, treasury policy, or utility software immutable.

34 Publication and Launch Readiness Checklist

Confirm the official mint address character by character.

Confirm Solana Mainnet, the Token 2022 program, nine decimals, metadata, metadata authorities, total supply, mint authority, and freeze authority from finalized data.

Verify every published account for mint, token program, controller, balance, and stated purpose.

Maintain finalized verification records for all twelve project accounts and the participant controlled pilot transactions. Update the public project directory if a project account or controller changes. Do not reproduce participant balances or confidential commercial details as marketing proof.

Transfer each allocation once and reconcile all balances without double counting project account transfers as public circulation.

Implement and verify funded Founders and Partners vesting using established dates and recipient details.

Implement and verify Long Term Network Reserve controls. Identify which restrictions are enforced by code and which are enforced by policy.

Publish the public account directory, funded control evidence, release calendar, circulating supply methodology, and revision date.

Verify pool and router compatibility with the exact PFST mint and extensions.

Resolve auction fees, settlement, refunds, unsold tokens, pool controls, off ramp, custody, eligibility, and geography before auction activation.

Do not mint additional PFST. Do not remove or transfer metadata authority merely to complete allocation work.

Before Network Capital is represented as active, approve providers, contracts, underwriting responsibility, lawful data use, consent, privacy, security, correction, fair lending, required notices, servicing, collections, collateral, custody, sanctions, tax, accounting, geography, complaints, and audit procedures.

35 Conclusion

PFST is intended to connect a functioning logistics network with a practical digital utility layer. Its long term credibility depends on real commerce, measurable logistics activity, disciplined circulation, transparent allocation, independent insurance operations, technical security, and public accountability.

The official mint exists. Finalized Mainnet verification confirms a fixed supply of one billion PFST, no mint authority, and no freeze authority. Metadata authorities remain with the owner wallet. A completed controlled Mainnet pilot used PFST for a qualification award and settlement of a logistics invoice. Both transactions are public on Solana. Participant balances, account addresses, and commercial details are not reproduced as marketing proof. Public distribution and public liquidity are not active. Founder vesting, reserve controls, auction activation, pool funding, and broader production payment functions remain pending implementation and verification.

The network is the product. PFST is intended to make that network more connected, measurable, reusable, and useful across brands, consumers, third party logistics providers, marketing providers, and verified contributors. Network Capital and PFS are in development and not live. They create no financing entitlement. The relationship between PFS and PFST has not been determined.
